(i presume you mean on a boat). first make sure there is a rope on it, then throw them a life ring. hold onto the rope and pull them back on board when they are safely in the life ring.
There's a couple things you should do when someone on their boat falls overboard. The first thing you should do is scream "MAN OVERBOARD." The captain should stop the boat and someone has to keep an eye on the person that fell over. You then throw a flotation device into the water where the person is and pull them in.

man overboard is what someone says when someone falls off a ship
When someone falls overboard, the skipper should immediately shout "Man overboard!" to alert the crew and keep visual contact with the person in the water. The skipper should then turn the boat around in a controlled manner, ideally using a figure-eight maneuver to return to the person's location. Deploy a flotation device if possible and ensure that crew members are ready to assist with rescue efforts. Finally, monitor the overboard individual closely while coordinating the rescue.
Stop immediately & throw them a life preserver.

If someone falls overboard from a dock, immediately alert nearby people and call for help. Ensure the safety of others by preventing them from attempting a rescue if they are not trained. If it is safe to do so, throw the person a flotation device or a rope to help them stay afloat. Keep them in sight and reassure them until help arrives.
