Look at the manufacturers plate on the boat for max HP and or weight. If there is none either call them or consult a marine engineer or body and get a rating tag fitted. My two previous motors on my 16 footer have been 90hp and 115hp.
A sponge and some fiberglass sealers works the best on a fiberglass boat. There are other fiberglass cleaning material available depending on what your particular need is. For just basic cleaning, I would go with the sponge and fiberglass sealer.

It really depends on the state that you are in. There are different rules and regulations. In Kentucky, where I live, you have to license "anything" with a trolling motor no matter what (inflatable boat, canoe, etc.) It seems kind of silly though!
