Yes, moving water can freeze if the temperature drops low enough. The movement of the water can slow down or stop as it freezes.
Scarlet fever. When it suddenly drops you could loes sight and hearing.

Check/replace the thermostat.
The water touches the boat and rubs it producing sound and heat energy thus slowing it down cos some of the kinetic energy produced by the boat has been converted to heat and sound energy.
"These Days" by Rascal Flatts was released on June 24, 2002. "These Days" contains the lyrics, "I wake up in tear drops that fall down like rain."
When a boat moves through water, it displaces the water around it, creating waves. These waves travel away from the boat in all directions, causing the water's surface to oscillate up and down as the energy from the boat's movement is transferred to the water. The size and shape of the waves depend on the speed and size of the boat.

If a plumb line hanging from the roof of a vehicle drops down vertically, it means the vehicle is moving in a straight line with constant velocity. The plumb line will hang vertically due to the absence of any acceleration or turning forces acting on the vehicle.
i guess the water kind of settles down. when water molecules are hot they tend to move around more, then when the temp. drops the energy level ( molecule movement) slows down... if you freeze water then the molecules start to stop moving and die... meanwhile they were never living. :)
Tiny drops of water can come from condensation, which occurs when warm and moist air cools down and can no longer hold all the water vapor it contains. This excess water vapor then forms into tiny droplets that we see as water droplets. They can also come from processes like misting, spraying, or atomizing liquids.
You can if you have a Boat and enough oxygen. Do not go to far down or when you try to come up you'll have no oxygen.
