Unhooking a bad rev limiter on a 2002 Mercury 40 hp 2-cylinder 2-stroke motor may allow the engine to run, but it is not advisable. The rev limiter is designed to prevent the engine from over-revving, which can cause significant damage. Running the motor without this safety feature could lead to mechanical failure or other issues, so it's best to replace or repair the rev limiter instead.

Say 2 Hail Mary's and repent your sins. Pray that you haven't damaged the motor and don't do it again. If it seems to be doing OK, you got lucky.
The older two-stroke engines DO require mixed gas and oil, but the newer four-stroke engines use separate gas and oil. Which do you have?
