No. There have been reports that Barnes and Noble purchased Borders. This is only partially correct: Barnes & Noble aquired the Borders nmae and trademarks, They did not purchase or take on any of Borders debt, which is what the gift cards were. If you failed to redeem the gift cards while Borders was liquidating, the debt was lost and the cards no longer have any value.

Store gift cards? No, they must be spent at the store with which they are affiliated. Borders cards must be spend at Borders. If you spend less than the value of the card, some stores will give you cash back for the difference. Most, however, will leave the balance on the card. You can always sell the card for face value to a friend or someone that will use it. You get the cash to deposit, they get the card to spend.
These cards are called honor cards, or simply honors (spelled honour(s) in UK). Cards that are not honors are referred to as spot cards.
