If you are referring to TIG - GTAW it replaces the standard ceramic cup with a cup that contains 6 or so screens that align the gas stream so that it travels farther out before dissipating. Without out the screens the gas stream will travel just so far before tumbling and will not cover the puddle adequately. Having a diffuser allows one to extend the Tungsten further out. This enables you to reach places the standard cup won't.
A crude oil refinery is a factory. The factory takes the crude oil, and turns it into useful products, like gasoline.
I think your question is whether the skimmed oil is sent to a refinery. Yes- the oil water mixture will require separation and the reclaimed oil will require dehydration. At that point, it can be used sold as crude oil.
Crude oil is not "made". "Crude oil" is the name giving to the raw form of oil that is pumped from the ground.
Diffuser oil can be purchased at most stores that sell diffusers and candles. Walmart, Bed Bath & Beyond, and Amazon sell multiple scents of diffuser oil.

The answer is no. I tried a Glade plug in and and Air Wick plug in and neither accommodate the vial like the Feliway diffuser. Even cutting bits off various 'cheap' diffusers to make the vial fit did not work. only through the Feliway diffuser will the potion be dispensed. *Very expensive and niche market for the original diffuser though :( You can, however, get the diffuser as cheap as $18 online (Amazon, About.pricegrabber, etc.) rather than the $46 at the PetSmart nearby me.
