The activation energy is the amount of energy needed to start a reaction. If the reactants have less than that amount the reaction will not occur. In this way it acts as a barrier that prevents a reaction unless there is enough energy to break it.

Activation energy of a reaction acts as a barrier because if there is not a certain amount of energy, the reaction can't start. Imagine a reaction as being you climbing over a 10 foot wall with a ladder. The 10 feet represents the activation energy, because you have to have a 10 foot ladder to get to the top. If you have a short ladder, you cannot get to the top, much like if you don't have enough activation energy, you can't have a reaction.
