Septic tanks are full of living bacteria breaking down solid human waste into a liquid that then drains into your septic field usually. Hydrochloric acid is pretty hostile and will disrupt many of the bacteria from doing their work by killing them. You can use it, but it isn't a good idea and you definitely don't want to over use it.
Do not pour hydrochloric acid into a toilet. When flushed it can splash out, burning anyone who is nearby. Try pouring a pot of boiling water down the toilet. The heat may melt any blockages.

"The U Store recommends that you store their used septic tanks in a safe environment, where they will not be damaged due to overheating or overcooling."
You should never do anything to severely offset the PH balance of a septic tank. Septic tanks use natural bacteria to break down waste solids, and an unnatural PH (acidity for instance) may kill this bacteria.
