I apologize if this is not the answer you are looking for but this is what I thought you meant.

There are many ways to interpret this question. In some sense, yes, you can feel colours in both emotionally and by touching it.

But in other ways, this is not the case.

Synesthesia is a neurological condition in which two or more senses work in unison, for example, some people can see music because hearing the sound also triggers the seeing of certain colours. In some cases, letters of the alphabet are different colours to some people.

It does not only have to do with just colours and sound or colours and anything, it's any combination of the senses. So, with this in mind, certain people may perceive colours with their emotions. Whether or not they physically see them or just closely associate them within their subconscious, they do feel color. It is the same in physical touch. With some synesthetes, when they touch certain objects or feel certain textures, they physically see colour. How do I know this? I am a synesthete. To me, certain textures allow me to perceive or feel colours. There is no control over it. It just happens.

Another way to answer this is by sensing them. the whole. "I can touch a rubber ball and without looking can feel if it's red." thing is very unlikely, Colour is just refracted light. So it is very hard for me to say that somebody could "feel" them or psychologically sense them.

But, I'm not saying this is not totally impossible. This field, I am unsure of.
