Even though most of it is hydrogen (Actually, most of it is dark matter and dark energy, but among normal matter, it's mostly hydrogen), the amount of Phosphorus is not to be sniffed at. Even if humanity devoted all its resources, we still couldn't hope to make a dent in the amount of phosphorus. Since phosphorus is an element, we would have to fuse it into bigger elements or somehow break it down. Both of these are impossible with current technology but could theoretically be done.
