The answer actually depends on several factors including activation energies, intermediate reactions for the overall reaction, and molecular structures. Generally the initially favored reaction will be the one that is simplest, i.e. involves the least change between the reactants and the products. It is doubtful that SiCl4 would be produced in a single reaction step. It likely would be the end result of many intermediate reactions. NaCl, by contrast might be produced in very few steps. The change in structure and bond angles inherent in forming NaCl would also be much less than for SiCl4 so I would expect the reaction to produce it to be favored.
