Homogenized milk is a solution. Because in a solution the particles are evenly distributed. Where as in a heterogenized mixture they are not and you can see the different particles. Therefore homogenized milk is a solution.

A liquid can be either a solution or a mixture or pure.

In order to be a mixture, the liquid has to be comprised of 2 or more liquids and/or solutes (dissolved solids).

Then one would determine whether the mixture was homogeneous - uniform consistency (pepsi, for example) or heterogeneous - non-uniform (thousand island dressing, milk).

Milk is a solution and also a mixture, like pepsi. But pepsi is homogeneous and milk is heterogeneous.
