If you mean the odor of mold or mildew caused from water leaks, yes, diluted chlorine in fresh water will help. However, chlorine--bleach--does NOT kill mold spores. You can put the dilution in a spray bottle CLEARLY MARKED with what's in the bottle. Or, use a broom wet with the dilution across concrete basement floors. Make sure it dries so you don't add more mildew and mold.

Though it does not kill mold or mildew, either, spraying Febreeze (TM) high into the air and toward basement walls helps to decrease the mold-mildew odor.
