It is physical, it changes from solid to gas (sublimation).
This is not a chemical change as it is still CO2 whether a solid or gas. The heat to make the change may be provided by the Sun or by warmer matter around the dry ice. At normal atmospheric pressure, liquid CO2 is unstable, which is why sublimation occurs.
