This is because Rb+ ions join with OH- ions from the water. the H+'s left join together. This is shown in the equation:

2Rb + 2H2O => 2RbOH + H2

Because rubidium is in group one on the Periodic Table of elements, it is very reactive. The reaction between it and water is very violent and happens in a split second. The reaction is known to produce a small explosion ( But the more you add, the bigger the bang!!).
