Combustion typically involves three basic steps: initiation, propagation, and termination. In initiation, the fuel is heated to its ignition temperature. Propagation involves the sustained burning of the fuel as it reacts with oxygen. Termination occurs when either the fuel or oxygen supply is depleted, or when the combustion process is interrupted.
If the glass jar is sealed, there is a limited amount of oxygen within it. Fire uses oxygen to stay alive. Once it uses up the limited amount of oxygen in the glass jar, it can no longer sustain flame. However, in the open, there is a theoretically unlimited amount of oxygen.
Candles burn longer in oxygen because oxygen efficiently supports the combustion process. The heat produced by the flame breaks down the candle wax, releasing fuel molecules which combine with oxygen to continue burning. In contrast, if the candle is in a limited oxygen environment, incomplete combustion occurs and the candle burns at a faster rate.
A flame requires an adequate supply of oxygen to sustain combustion. The exact amount of oxygen needed varies depending on the fuel and the conditions of the combustion process. Generally, a balanced ratio of oxygen and fuel is necessary for efficient burning.
Control the fuel supply or oxygen supply to the fire.
The rocket carries its own supply of oxygen with which to burn the fuel.

Remove the oxygen supply, smother the flames thus removing the oxygen, remove the fuel source, or wet the fuel source.
