I haven't found one yet, even Goof-Off won't work for that.
Try rubbing the stain off with mineral spirits or paint thinner first. If that doesn't work, you may have to try a chemical stripper that removes the type of finish you applied to your wood floors. Generally, they won't damage the glazing on ceramic tiles, but they may strip color from your grout so be careful.
Sanding rust off of a metal is a physical change. You are changing the rust's location, but not its chemical structure.
The following is a synergesic solution for precisely this task. --------------------------------- 80% Methylene Chloride 15% Cresylic Acid 5% Surfactant (Engine Degreaser) --------------------------------- Notes: i.) Store solution underwater to prevent evaporation of the Methylene Chrloride. ii.) Safe to use on Brass and Aluminium. iii.) Wash off with either high pressure water or mechanically with water and a stiff toothbrush.
You can sand old varnish off a floor. Usually special wide belt sanders are used with smaller disk sanders near the floorboards.
Try a degreaser after you have wiped up as much as you can. If you have baking soda, a solution of that should do the trick. (BTW I once spilled cooking oil on the floor)
Rinse it off. Plenty of water and soap.

Gunk brand engine cleaner/degreaser can be hosed off with water.
It would be so much better if you removed the quarry tile since putting an overlay would raise the floor in places where you probably don't want it to be higher. You should be able to chip it off of the cement floor...and the results will also be superior.
Get a tile cutter and remove the tile. Strip all the tile off and make sure the underneath surface is clean. Then u install a protective foam pad layer and install the carpet above it.
Mix a half a cup of lemon juice, a tablespoon of salt, a half a cup of vinegar and a cup of water. The combo eats through the oil. Or use a generic floor cleaner liquid like Mistolin or Fabuloso or Pine Sol with a half cup of rubbing alcohol thrown in. Or a degreaser. Or Gojo. It depends- the first one is if you are eating off that plastic, the rest aren't because the chemical residue that could be left from rinsing poorly would not be good to ingest.
There is a product called Goof that does a pretty good job. Assuming the paint is fresh, if you are quick about cleaning the Goof off, it shouldn't lift the finish on the floor. Depending on the finish on the floor and how long the paint has been there, you might be able to scrape or peel it off with a fingernail.
A chemical stripper is one way. Simply sanding off the wax and stain so you restain and finish is another. Be care with the chemical stripper though, it might soak into the wood and make refinishing a hassle. If all you want to do is refinish the floor without re-staining use the Basic Coatings no sanding method, or find someone who uses that method; everything is done in one day with no dust.
Get out. Get your feet and body off of the floor and get out of the door.
Take a can of engine degreaser that you can find in any automotive section in the stores let your motor cool off then spray it down let it sit and then spray it off. There may be some areas needed scrubbing but the degreaser will do most of the work. Easier then taking it apart and putting it back together.
