Tough question, easy answer, trial & error.

Start with scraping, use something like the edge of a credit card

then try a damp soft cloth and start easy & work your way toward more agressive. If it's not budging, move on.

Always put the solvent on the cloth & try it in an area away from sight if possible.

any or all of these could ruin your floor, but unknown white substances may have already done that, so we are looking for reversal or improvement..

Might try something like windex; pretty mild but a bit of alcohol & a bit of detergent.

WARNING from here on it is likely that these may ruin the finish.

Then move on to cooking oil or PAM spray

then move up to WD-40

then on to mineral spirits on a cloth

beyond that there is always sanding & refinishing.

If it's a PVA or white glue just rub it with a rough rag with some Goof Off on it. It will come loose and you can lift it with paper towel soon. The Goof Off will not harm good quality hardwood flooring -I've tested many glues and removers on samples of hardwood flooring.
