First look at the Related Question about how to determine the pH of a strong acid to determine the concentration of acid required to get a pH of 4. Just work backwards from the way the examples are done to find the concentration you need
Then look at the Related Question about how to make a solution of a certain concentration by diluting another solution (assuming you make the HCl solution from a concentrated stock solution).

simple formula for preparing ALL bufferS except PHOSPHATE buffer is molarity*weight*volume[in litres]..............
for example :prepare 0.5M sodium acetate buffer with pH 4.5??????
M=0.5M
volume=1 lt
weight of sod. acetate=82.03
applying in above formula 0.5m*82.03*1lt=41.05
after this add slowly drop wise hcl to bring down the pH to 4.5 since acid helps in droping m.wt of sod.acetate....
thus , 0.5M of sod.acetate is prepared at pH 4.5
NOTE:if we want to prepare base buffer then acid is added to adjust the pH n voce versa.
R 36 1 N Hydrochloric Acid HCl (concentrated) 89 ml Distilled water to make 1 liter Based on this data, 4 N HCl would be prepared by adding (89 * 4 = 356 mL) of concentrated HCl to 644 mL distilled water. Remember to add acid to water for safety. I highly recommend you place the container that will hold the solution into an tub of ice or ice water when you combine the acid and water as the reaction is very exothermic.
A recipe is:
100 mL potassium hydrogen phthalate 0,1 M plus 0,2 mL hydrochloric acid 0,1 M
There are many ways to prepare a buffer at pH 4, but one needs to know the nature of the buffer.

Prepare HCl 1 M by HCl concentration 37 % HCl concentration 37 % have density =1.19 g/ml HCl 1 M use HCl 37 % 82.81 ml make volume with water to 1 liter
7.3gm
You drop conc. HCl into conc. H2SO4 - this releases HCl gas which you can bubble through dry ether... Or, you use an HCl cylinder.
To prepare 0.1M methanolic HCl: 8ml water in 1000ml vol. flask. slowly add 8.6ml HCl. vol. make upto mark with methanol.
