Depending on the type of intermolecular bond a particular gas molecule makes, the easier or more difficult it is to dissolve. It's more or less the same with other solutes, except gas is less dense then air, so stronger bonds are needed, or larger bonding surface areas or colder temperature for it to stay dissolved and not bubble up to the surface and release itself.
