Yes in a metter of speaking. You know that steam is water that you put a lot of heat into?, well water takes in that thermal energy and changes phase with it.

Water is made up of atoms, two hydrogens and an oxygen for each molecule, that's where the formula H2O comes from.

So if steam is just water that is really hot in the gas phase and water is a molecule made from atoms, steam must also be a molecule made from atoms.
