The valence shell can hold 8 valence electrons

Each element is striving to achieve stability which is acquired by either: having 8 valence electrons or losing all of the valence electrons. for example carbon has four v. electrons so it can either gain or lose 4 in order to maintain stability. You many gain or lose electrons by bonding.

Valence has as many electrons as there are ont the outer shell of the atom. Say you have a noble gas such as radon. The arrangement would be 2--8--8, meaning there are 8 valence.
