If bonded with a metal, it will form an ionic bond. If bonded with a non-metal, it will form a covalent bond.

Well,Covalent means: nonmetal bonded with a nonmetal. Ionic: Metal bonded with a nonmetal

So technically it cant be either unless you add another element to the equation But chlorine is a gas!
