According to Lewis and Kossel " a covalent bond is formed by the mutual sharing of electrons between two atoms. and in HClO2 the electron are not equally shared because there is two coordinated covalent bond is present between Cl and 2O that's y electron shift towards Oxygen and electronic cloud will be more towards oxygen as compared to Cl that y HClO 2 will be polar molecule.

Polar since, when 4 things are reacting with Chlorine, 3 oxygen and a lone pair of electrons, a special rule for 4 atoms or 4 things reacting. They HAVE to be all the same to be non polar so in this case, they are not all the same. So it's Polar, if they try to cancel, one set of oxygen will remain.
