Its an acid since it has a positive hydrogen ion.

This is know because the polyatomic OH its charge is -1 and to balance the charge you'd need +1 being the hydrogen

Actually HOH is another common form of writing H2O (pure water). Since water has pH level of 7, it is neutral, neither a base, nor an acid.
