It's polar. If you draw out its Lewis structure, you'll see that it has a pair of lone electrons, which has a greater electronegativity than any bonding pair can possibly have. Because of the electronegativity of the lone pairs, the bonding pairs are pushed closer together, making the compound asymmetrical and therefore polar.
