No, SeBr4 it is not a cation. The compound above is a molecular compound. The Selenium has more cationic traits then the bromide.

A neutral element has the same number of positively charged protons and negatively charged electrons, thus giving the overall charge of zero. Cations are typically metals that have a charge. They have a charge because they have lost valence electrons. Because electrons are negatively charged, when an element looses them, there are more positively charged protons giving it positive character.

There are a number of selenium bromides, SeBr4, Se2Br2, and an unstable SeBr2, all of these are covalent.
