The waffle alone would be homogeneous, assuming it's cooked. This is because all the batter is beaten together and cooked into a waffle. (all the same compound)

However, if this waffle being refered to is smothered in butter and syrup, it would be a heterogeneous mixture, because there are all kinds of different compounds mixed up together.
