Carbon dioxide is a gas at room temperature because its molecules have enough thermal energy at room temperature that they won't stick together. Heat (or lack of it) is what drives change of state.

Because the room temperature is way above its boiling point -57 °C (at 5.185 bar)

It also has to do with the fact that carbon is a non-polar molecule meaning the atoms in the molecule are shared equally. It consists of two polar bonds between the oxygen and the carbon because oxygen has a stronger pull on other electrons than carbon has on its own. But the two bonds of the oxygen cancel each other out making carbon non-polar. Because of this minute charge, Carbon Dioxide molecules have difficulty bonding to each other. This allows low temperatures(which really is the speed of the molecules) to break apart carbon dioxide. Since the molecules are so far apart, Carbon dioxide is a gas.
