Both are the same. The coating does not affect the strength or quality of the rebar. Essentially it is about the application you intend to use it in that determines if the coating is required. Rebar is steel and will overtime corrode. When coating the rebar with zinc (galvanized) or epoxy, you are protecting the steel in an attempt to retard its corrosion and increase the life-cycle of the structure. So coating is typically seen where there is a greater tendency to corrode, ie bridge components, water structures, marine applications, etc. So if it is not a corrosive environment, uncoated is fine and will save you the cost now. But if corrosive, the extra upfront cost now can be worth it for a longer life of the structure. Good answer as far as it goes!
