Iodine crystals can be part of a mixture, but it has to be with another element. The crystal itself can by "aqueous", or dissolved in water, but 'I' as an element is just a pure substance.

Iodine water is a homogeneous mixture because Iodine gets completely dissolved in water. A heterogeneous mixture is a mixture in which all componets of the mixture aren't the same phase.

Is iodine and ethanol a heterogeneous or a homogeneous?

Iodine is much more soluble in ethanol than in water, so it will usually form a homogeneous mixture. Of course, if you add more solid iodine than will dissolve in your quantity of ethanol at the temperature at which you are working, the excess solid will sink to the bottom. In that case, you have a heterogeneous mixture.
