It's a physical change. The scab is formed by platelets which are suspended in the person's blood. They clump together to form a solid 'plug' to stop bleeding.

The scab that grows on your cuts is both Physics and Chemical, it is Physical because it is your own body healing itself, and its a chemical because it the Haemoglobin enhanced white blood cells that start the healing process.
