Metal is not made of rock. It is made of metal atoms bonded together in what is called a sea of electrons. Metal ores are rocks that contain metal atoms bonded with other elements, such as oxygen, and as such the metal compound in the ore does not have the properties of metals, such as luster, malleability, and conductivity, until the ore is processed and the metal is separated out.

Conversely, rock is made up of several different metals such as silicon, iron, and/or cobalt, etc., and mixed together in it's magma stage before it's cooled.
