Actually perchloric acid (HClO4) is a much stronger acid than chlorous acid (HClO2).

The strength of an acid is determined by the ability of a hydrogen ion (H+) to break away.

Perchloric acid has more oxygen, which is electron withdrawing, in a molecule, making it easier for the H+ ion to break away.
