Depends what the sand is made of and what is in it. Pure silica sand that is try is a poor conductor. If the sand has lots of ferro-magnesium minerals the conductiveity increased. Add salty water and even more conductivity.
Things that are conductive contain metals. Sodium is a metal. So sodium chloride dissolved in water is also a good conductor

∙ 7y agoSand could be both an insulator and conductor. Have you ever been to the beach and had a cold drink? What you can do is dig a hole in the sand and place your drink inside. Therefore, insulating your drink- keeping it cold. To make glass on the beach, you place tall metal rods deep into the sand so that when the lightning hits the rods... it will make glass. Therefore, sand can be a conductor. Hope that I have helped you out!
