Sandy water is a mixture. You can tell this because if you boil off the water you will be left with Sand.

The two materials can separate through a physical interaction (Meaning no new substances are formed) showing that it is a mixture instead of a compound.

Water is a compound because though it will not separate through any physical interactions (Boiling, condensing, freezing, melting, being put through a filter etc) It will separate when electricity is run through it forming Hydrogen and Oxygen. (This is a chemical change because new substances are formed that were not there before.)
