Long answer: Oxygen is more electronegative than Hydrogen so it attaracts the electrons in the covalent bond towards itself and so becomes slightly negative. The hydrogen becomes equally and oppositely positively charged due to the rearrangement of the electrons. It is therefore polar. It can be considered both covalent and ionic because the negative Oxygen is attracted to the positive Hydrogen ionically.
