There's no particular reason why a heterogeneous mixture such as an emulsion couldn't work as a window cleaner, so I suspect the real answer is probably market forces: after all, would youwant to use something that looked sludgy or milky to clean your windows?

Yes. Even home-made is white vinegar and water. Read the labels on the store brands for more info. Most have coloring , which serves no real purpose as far as I can tell.

A window cleaner is usually a compound. Most of the brands of window cleaners are made from ammonium hydroxide which is a compound.
