How are covalent bonds formed between ions?

You are confused. Ionic bonds are formed between ions. Covalent bonds are formed between atoms (or radicals). Covalent bonds are formed by sharing electrons while ionic bonds are formed by transferring electrons. When two atoms have similar electronegativity, one atom cannot take an electron away from the other one (they each have a similar grip on their electrons) but they can still share electrons in order to obtain a more stable electron configuration.
