The oxidation number for Cl, or Chlorine, is Cl-1. The element is in the seventh element on the Periodic Table, which means that it has seven outer shell electrons.. Since the element wants to become stable, and it only it needs 8 valence electrons. So therefore, it has to gain one electrons. Gaining an electron will make the element negative.
