Metals conduct

The coin is made of metal or a metal alloy. Metals are excellent conductors of heat and electricity. When you place the paper and coin directly over the flame, the coin conducts heat away from the paper. If the coin conducts heat away from the paper at least as fast as the flame adds thermal energy to the paper, it will not reach its flash point and will fail to ignite. It may not even scorch. If the coin, however, cannot dissipate the heat to the surrounding air and itself heats up, it will no longer act as an efficient conductor, and the paper will eventually burn.

Though not nearly as much, I imagine it also has some to do with the slight lack of oxygen that is available with the coin over the paper.
