Elements are in their own right not a mixture but the rawest form of matter. If you are talking about breaking them down further (i.e. protons, neutrons and electrons) then you would have to generally say heterogeneous.

Otherwise no because elements are made up of only 1 atom so it has to be a homgeneous.
