I can think of many reasons. 1 some one put water in your tank( that may not like you) 2 oil delivery driver left your cap off by mistake and it rained out. 3 plumber installed fill or vent pipe wrong 4 fill or vent pipe is under the ground and got rotted and rain water got in 5 water got in the delivery truck , maybe he left the dome cap off over night ,on truck then delived oil to your house.
