No, it isn't. I may be possible to get it to act like one if you mix other things in with it and melt it, but as a solid, it won't work. Silica is a mineral, and it is generally silicon dioxide - sand. It makes a poor (read: non-functional) electrolyte.
it is a non-electrolyte because acetic acid is a moderately poor covalent compound that reacts only partly to form ions in solution. Because there are so few ions present, solutions of these substances do not conduct electricity (or they are very poor conductors).
Diamond quality is measured by the four Cs, including cut, colour, clarity and carat weight. A poor quality diamond is different from a top quality, mostly based on price and value. Elements include, a poor cut, visible flaws, low carat weight, poor colour or treated colour.
Glucose is not a strong electrolyte, it is very weak. Bear in mind that it is an organic compound with covalent bonds; it does not have ionic bonds and it does not produce any ions when it is dissolved in water. Ions make for strong electrolytes, when you dissolve an ionic compound. Ions have electrical charges (there are both positive and negative ions) and that is what makes them into good electrical conductors. Uncharged molecules are usually poor electrical conductors.
Acetic acid is a weak acid and therefore a weak electrolyte. A solution of it would have a low ion concentration and thus poor conductivity.
"pop-eye" is usually caused by poor water quality.
C3H8 is a non-electrolyte. This is considered as an organic compound that does not readily ionize when dissolved or melted. It is also a poor conductor of electricity.

Pliny's death can be attributed to his asthma infamed by the poor quality of the air due to the volcanic eruption when he visited pompei
usually white buildup on a spark plug is caused by oil or fuel additives or poor quality gasoline.
I suspect that the slow speed relates to the host’s poor internet connection quality and that the poor quality replies are a result of the Grammatical capabilities of those answering questions.

Not achieving standard quality

There are many different types of boilers, some are of poor quality, others of great quality. Reviews state that Vokera boilers are not good quality and have poor customer service.
Top quality chocolate tastes better but it is more expensive than poor quatlity chocolate
