This substance is an oxidizer that removes odors from contaminated water and is used in water treatment facilities to avoid using chlorine for this purpose. I haven't been able to determine what exact chemicals are used to create this mix but it is a combination of substances void of any chlorine that work together as an oxidizer. I am currently searching for a list of oxidizers that meet this criteria. If you know what these are you will have a head start on determining the formula behind VX-456, it is produced by the Occidental Chemical Corporation.
