This means that for every mole of MgCl2, it will be made up of 1 mole of Mg and 2 moles of Cl. The subscripts on the elements are the number of moles of each element used to create the compound, so it would be correct to say that the chemical formula is a ratio of moles of each of the elements in the compound.
