So the most electronegative elements are at the top right, the least electronegative are at the bottom left.

Fluorine is generally said to be the most electronegative element. This is not strictly true since both Helium and Neon are obviously more electronegative - however it is no good to say so since they are both massively inert. Whereas the electronegativity of Fluorine is important as it helps define its chemistry.

Oxygen, nitrogen and chlorine all have high electronegativity but it tends to become a bit of a non-issue beyond that.
