It wouldnt be an element it would be a molecules because it contains more than one atom. A single lone atom is an element, Cl-chlorine alone is an element, Cl2 is a molecules as it contains TWO atoms.

Since Cl and O are different elements bonding together they formed a molecule but this molecule is also a compound due to the elements being different H2O is a compound and a molecule O2 is a molecule.

As for the name of the COMPOUND not element it is named Dichlorine Monoxide.

mon=1, di=2, tri=3

two chlorines so:Dichlorine, one oxygen so Monoxide, in chemistry compounds usually end in IDE because they only contain two elements.
