Usually, the water will sink under the oil until it heats up enough to turn to steam. It will then come to the surface as a bubble and pop, splattering the hot oil. This can be very dangerous if there if it involves a large amount of oil and water.
You are listening to the water rapidly evaporating and exploding there is a huge difference in the boiling point of water and that of oil. sp as soon as hot oil surrounds the water it turns into water vapor as it does it pushes the oil out of the way to escape this gives a sputtering noise.

You would be better off using sand to smother a gas fire assuming it's not a large blaze. Gasoline floats on top of water, so you would in effect spread the fire if you used water.
