When you add vinegar with honey, the honey goes to the bottom and the vinegar rises while some particles of the honey are trying to go above the vinegar but, most of it are at the bottom because of the heavy weight and the thickness of the honey compared to the vinegar. Sugar dissolves in vinegar because vinegar contains acids and is partially made out of water. Vinegar also dissolves the sugar (the solute) because it is the solvent. Since the vinegar contains acids, it dissolves the sugar faster too. When the sugar cannot dissolve anymore it reaches its saturation point.

It appears that nothing happens when you mix sugar with vinegar. They do not appear to react chemically with each other.

Nothing happens. Many salad dressing are a mixture of vinegar and sugar.

Yes, it is possible, because the vinegar is an aqeous solution of acetic acid (concentration 5-9 %, depending on supplier).
